ChiBlockBuilder is Chicago's new vacant land acquisition program. Lots for sale are available to adjacent homeowners, non-profit organizations, business owners, and developers – each group has different eligibility criteria and pricing options.

Eligible properties are in B, RT-3.5, RT-4, RT-4A, RM-4.5 through RM-6.5, C1, or C2 zoning districts, or in RS-1, RS-2, or RS-3 within an ADU opt-in area. “Without local restrictions” further limits RS properties to opt-in areas that have not imposed any restrictions. Exempt, railroad, and condo properties are excluded.
This filter considers properties in zoning districts that allow housing and excludes condo buildings and government-owned land. It does not consider an optional density bonus in TOD areas.

Not every homeowner reports to Chicago's 311 system when their basement is flooding (report a flooded basement). According to the Illinois Urban Flooding Awareness Act report of 2015, "there is hesitancy on the part of property owners to report or disclose flooding issues typically due to a concern that it would lessen the property value" (page 73).
Unreported basement flooding has community-wide impacts: "Renters are often uninformed of their risk. There are multiple consequences of not reporting flood issues: new owners do not have the information to mitigate potential flooding and may be caught unaware; renters may experience unexpected losses; communities do not have complete information to develop plans." (page 73).
