I have no doubt, either, that a zoning and land use plan will be put forth. But as we’ve seen during the OPC process and in the past five decades, the University of Chicago does a lot of things that people in the surrounding area do not appreciate. The university was and continues to be a vehicle of urban renewal.
Part of the zoning change has to amend the Planned Development to change the specifics on how much commercial is allowed and how much minimum parking is required (I believe that removing the parking spaces in that lot would be in violation of the PD, which goes to show you that PDs can also be as inflexible as regular zoning districts).
