While BART cannot copy MTR 1:1 due to their unique arrangements of authority, it has those parking lots as you mentioned — that’s essentially what MTR has at its disposal: a lot of land. That should be first on the list of actions it can take, before any taxation.

If I was understand how BART is funded it would have to get taxation approval from multiple counties.
